In Harvest Ridge, Hilldowns, Jesperdale and Spruce Ridge, no new houses are going up; the permits are basement developments and solar retrofits, and a resale house there carries real lived-in build-up. The City also issued five secondary suite permits that month, in Fenwyck, Aspenglen, McLaughlin and Copperhaven, so a legal basement suite in a nearly new house is its own separate move-in and its own clean.
